We no longer can get Atwood surge brake actuators so the only option we'd have is an all new actuator like the Demco part # DM72VR which has a 6,000 lb capacity and is for drum brakes like what you have as well. I am not aware of any Titan Surge Brake Actuators having an available manual lockout for them. It is possible to convert some of the Titan Zinc-Plated Brake Actuator # T2477600 to an electric lockout.
To do this you will need the Solenoid Valve for Titan Brake Actuators # T4748800 that will work with Titan Model 6, Model 60, Aero 7500, and newer Model 10 and Model 20 actuators.

For a surge actuator that will allow for both electric and manual lockout on disc brakes I recommend the Dexter DX7.5L A-60 Brake Actuator # DX56FR. This comes with a electric lockout solenoid for when you are connected to your truck or you can use the Lockout Key # DX94FR when you are moving the trailer around with a type of trailer dolly.

Not all brake controllers will work consistently or at all with electric over hydraulic actuators. The best solution for you will be to go with a controller designed to be compatible with an EOH actuator like the Prodigy P2 part # 90885.
Most likely the brake controller you have just doesn't have the ability to connect to an EOH actuator. The problem is that controllers look for the load of the brake magnets to know that a trailer is connected but on EOH actuators the magnets aren't there... view full answer...

Unfortunately we are not aware of an adapter for Dexter hydraulic brakes with a factory brake controller in a 2011 Chevrolet 3500. The Adapters for the Titan Brakerite are specifically for their Brakerite actuator and are not compatible with other actuators. Similarly, Hydrostar makes an adapter for their actuators, but Dexter does not yet.

As far as a master cylinder, you will need the Master Cylinder for Titan Actuators, # T4747100, which is designed for Model 10 or 20 Titan actuators and is designed for 1-1/4 inch bore disc brakes.
